About 30-35, though lower movecounts are very achievable with a more flexible approach to the F2L.

I'd never count on factory settings. My Megaminx for example was so varied from side to side when I took it apart to work on it I was astonished at how uneven the tensions actually were. I'd say always check the tensions unless you set them yourself or you order a Lubix cube that comes modified.

I don't use Ortega, but for that case I use a CMLL: R' U L' U2 R U' x' U L' U2 R U' R

Another one I like is: R U' R' U' F2 U' R U R' D R2
