What are the official move lengths for 2x2x2 and 3x3x3 scrambles in the WCA? It just says 'random position'. Is it just 25 for 3x3x3?

it isn't a set move length
what they do it generate a random position (using Cube Explorer) and generate the optimal solution for that random position. The inverse of the optimal solution is your scramble. That way they don't waste unnecessary moves. So the scramble lengths are usually around 17-19 for 3x3

If so, why do most timer programs (like CCT, qqtimer) use 25 move scrambles?

I don't know why, maybe its easier to program or something, but look on the WCA regulations, they use Cube Explorer for their 3x3 scrambles, and they have a special 2x2 program that also generates optimal scrambles.

Because most cubes are solved using 17-19 move sequences. Well, actually, the hugely vast majority is.

If you had a list for every possible position you could generate with a 3 move scramble on the cube, and then every position that is solvable with atleast 3 moves, the latter will be larger, because a 1 or 2 move scramble won't be possible (assuming the scramble uses a different face turn each time, not something like R R' R). We can only assume that this persists for situations where the scramble is, say, 18 moves, it will have a smaller chance of generating a position that is optimally solved in 18 moves, rather than say, 16.

I'm pretty sure this is why, but knowing me, I'm probably wrong :p

Generally, I don't think the slightly shorter move lengths are worth the hassle of programming an optimal solver within a timing program.
That being said, as you'll find in the link, the new version of CCT uses Kociemba's two phase solver.

Maybe there are more than one answer for this question, but i don't feel like creating a new topic for this question:
I want to learn how to solve the 3x3x3 rubiks cube blindfolded. What tutorials are recommended?

So, what cube is the best to get? I average around 26 but I feel I can easily average 22 by getting a new one (I spend way too much time trying to prevent a pop or simply locking up). I'm willing to spend up to 25 bucks, but anything cheaper but not crap would be appreciated :o

AV, FII, GHII, and Dayan GuHong are all popular. You really need to try a wide variety of cubes out and choose your favourite. It's all personal preference. Go to a competition/meetup and someone there will be willing to let you try their cubes.
