I'm not globally sub-15, but I get plenty of sub-15 solves. On 14.xx solves, I will usually finish the F2L (whenever I say F2L here, I mean full F2L, or Cross+F2L steps) in about 10 seconds. Then, I can usually get a 14.xx time because I know full OLL and PLL, so LL usually takes 4 seconds. Sometimes, I will get a low 15 time, though. When I get 13 or 12 second solves, usually I finish my F2L in 7 to 9 seconds. And sometimes, amazingly, I will finish my full F2L in 6 seconds and get a 10 second solve. Trying to get that sub-10 single
Lots and lots of slow turning is basically what you need to do to get to sub-15. It's all about lookahead, at this stage. Make sure you can track pieces (specifically, F2L pairs) with relative ease while doing any solve. If you can't do that right now (I can't), don't worry. Just do lots of slow turning to improve your lookahead. Whenever you slow turn, you should be at a speed so that you can lookahead really, really easily. A metronome should help you with this, though if you don't like using one, you could just turn at a constant speed and make sure you can lookahead perfectly. The interesting thing that you learn when you do this slow turning practice a ton is that you start to learn how certain F2L cases that are already set up change when you insert another F2L pair, for example. The thing that the masters (like Feliks and Mats) know by now is what happens to the other pieces on the cube when you do certain moves to insert F2L pairs and the like. I have started to notice these things. If you internalize and know how moves affect other pieces on the cube, then your F2L will be super fast because if you can track the pieces and you know what state they're going to be in, you know what case every pair that comes will be in, so you will have no gaps. Then, it's all about TPS, after that. Unfortunately, no one can really teach you how to lookahead or teach you how certain moves affect certain F2L cases. There's no spreadsheet for the latter, for example, since there would have to be absolutely tons of cases to learn for that. You just have to figure them out yourself. It'll happen, though. Just do lots of slow turning and lots of solves, and you will be on your way to sub-15. Good luck! ^_^
