If there is a 2x2x3 block anywhere on a 3x3x3 cube, then I believe it can be solved in 2-gen.

Sorta, not really though.

Check if CP is correct. And all edges must be oriented. Check if by only doing the 2gen moves, that all the unsolved pieces can be moved into their correct spot (aka any pieces untouched by the 2gen moves must be solved)

Prisma's 2-gen scramblers are broken. I'm looking for a way to generate true random 2-gen states.

Is there an efficient way (ie. without actually solving the cube) to do this?

Walter Souza, define what you want to mean by 2-gen. <R,U> is 2-gen. <M,U> is 2-gen. <RUR'LDF,L2B> is 2-gen. If you mean 2-gen in the broadest sense, I don't think there really is an efficient way to check.

is the lubix guhong ultiamte better than the general Dayan Guhong, also is lubixcube.com safe and reliable?

2gen Aperms exist FYI. So your example is still solvable 2gen.
whut?
in roux method, for the F4 case, I got an alg:
U²
B’[RUR’]
B (RU’)
BR’

and I couldn't figure out a way to go into the 2nd B turn without regripping, can anyone help me with this?

I find this is a really fast alg until that 2nd B turn

I prefer its inverse for a different case... and R' D R U' R U' R' U R' D' R
