BC1997: A delegate is a cuber the World Cubing Association officially acknowledged as delegate. Every competition needs to have a delegate. He is responsible for a lot of stuff when organising a comp, eg. providing the scrambles, sending in the results after the comp is over, advising other officials... Here and here you can find lots of interesting information about how a competition works. And if you're not familiar with the WCA, I suggest browsing their site as well.
