I don't know. How can I tell if I have 32- or 64-bit?
I tried downloading the 64-bit+32-bit combined, and I get the same error message when trying to download kSolve.

Open start menu (assuming youre on windows), right click computer and choose properties. It will show what OS you're running.

That gave me 32-bit, so I downloaded Total Commander for 32-bit but I still couldn't open kSolve.
I just tried 7zip, and although I could extract the files I still can't open kSolve. It opened a window for a very short time, then closed it again. This is all I could get:

Usually everything else in the window is a black background, but I couldn't get that in a screenshot as it closed too quickly.

Is it a good idea to start learning EG1 immediately after finishing learning CLL? Or should I just practice CLL more until I'm sub 3?

I don't think it's a great idea to be honest. Settling into one-looking with CLL makes using EG1 sooo much easier, so basically I'd recommend giving yourself at least a month of hardcore CLL practice (learn from multiple angles, learn how to predict auf and learn to one-look for up to 5 move fl). Having said that, you'll probably be just as fast if you learn it now, and you can always drill your CLLs and practice whilst learning EG1.

I don't think I will start learning quite yet. I have a comp in two weeks (which I somehow forgot while writing that), so maybe after that. Also, I don't think I will be learning algs from multiple angles, because I'm not trying to be reallyreally fast, just a decent speed. I can already 1-look most 3 move layers, but anything with R2F2R2 is pretty much impossible to 1-look for me right now. I can predict AUF on maybe 10-20 cases, is there any good method to predict AUF for all cases, or should I study each case separately and find what suits me?

That's fair. Chris has a video on predicting AUF but I found it weird the way he does it...it obviously works for him though! So I think just finding what works for you will best.
Try learning anti-CLL, 2 weeks is plenty of time to implement it, you don't need to learn any new algs, there are more one-look opportunities and there is no need to use R2 F2 R2 when doing the first layer.

Btw if/when you do start to learn EG1 I have some pretty good algs so just pm me if you need any.

I took hundreds of solves from sub 10 cubers (all world class CFOP people, I'm making the assumption that they are doing it right!), and averaged all the proportions of each, to come up with an overall baseline to shoot for with regard to splits.

The "idealised" relative proportions are: cross 12%, cross+1 24.5%, F2L (inc cross) 62%, OLL 16.5% (inc recog and AUF), PLL 21.5% (inc recognition and AUF), Total last layer 38%.

Did you even read the file "readme.txt"?

It says:
You can run ksolve+ from the command line, using a command like this:
ksolve puzzle.def scramble.txt

Which means you have to run it from a command line and type a command like:
ksolve puzzle.def scramble.txt

(Double click on the exe is not enough, beause the sofware uses parmeters!)

And by the way, that message tells exactly the same thing.

(Do you know how to use command line?)

Edit:
Plus: The window only appears for a brief moment because Windows shoot it down immediately, since the program finished its run. If you use command line, even if the software has an error and closes, the message won't disappear.
