1) I would watch videos of other cubers executing their PLLs and see if you like their fingertricks. You can also base your own fingertricks off their examples to better suit you.

That's all I can help you with, since I'm not fast enough to give you tips with any of the other questions, haha.
You might be able to lower the times for your F2L by looking up algs on the wiki and see which ones suit you.

I avg like 23 but have gotten a 22.0x ao12 once. I get about 2-4 sub-20s in 12 solves. How can I get under 20 seconds? My cross is almost always sub-5. My last layer (3 look with a few olls) is usually about 8 depending on algorithms. So that puts f2l at like 10. What should be my main focus? How can I improve it?

Cross should be at 3s or even sub-3.

I am currently sub 15; My cross takes about 1.5 seconds, F2L about 10 and LL about 4 (Using Full PLL and about half of OLL)

Should I learn OLL next? Or still focus on F2L and cross + maybe learn how to do X-cross or Cross+pair?

10 sec f2l whilst being sub 15 is ridiculous. Work on it. I'm sub 15 just and my f2l rarely take over 7-8 sec.

Sounds like your LL is slow then :)

Or that his f2l is ridiculously slow, f2l should be 50% of the solve. but admittedly my cross is like 3-5 secs on a bad solve, and ll isn't consistently sub5.

How to get sub-20? I avg 21-22 and have been stuck there for a while. I think splits are like 3.5-10-8. Sometimes ll is a lot faster. Just depends on cases.

Slow down and look ahead, u can get sub 20 with very slow turning, as long as u don't pause. Also 8 sec ll is a bit slow, do u know full pll?

Yeah i know full pll. Im not sure why it is so slow. I can do plls sub-3 but 2-look oll is like 4.5. Which isn't bad for two algos.

Wow. How are you do fast? My tps sucks. The only algs I can sub-2 are both u, h, t, both j, maybe righty r perm. That's it. Plus I think my recognition hurts it. My recog is pretty slow. But still.

I think I'm sub 2 PLL except for one N-perm. Mostly sub 1.5 though

I know all dot OLL's though, that might help.

Quick count: I know 42 OLL's (just went through the badmephisto list and checked, not sure if it's exact)

No inspection LL average of 12: 4.43 (Usually I can lookahead a bit from the last F2L pair so in solve it would be a bit faster)

I know dot olls. But I can't sub-2 most algs. Gs Ns and Vs are hardest. I don't know how to get them faster.

There's no reason to not be learning at least one alg at a time. It's not like a few minutes of practicing an alg every day is going to bring your F2L progress to a halt. It will however result in knowing more algs, so do it.
