Putting the edges you want to swap on the front and left should solve it. You must be putting them on the front and right instead. Also, depends on the algorithm used.

There are two ways to do a Z Perm, one solves it, and one transforms into an H Perm. Your alg is needed by the way, to help out.
As @Zain_A24 described, that is the correct way to use the M2 U’ M2 U’ M’ U2 M2 U2 M’ U2 algorithm. It’s mirror is done the way described second.

It depends on what algorithm you use. There's a correct and incorrect AUF you can use for the Z perm. Here's an example:

You can just put a yellow piece where the flipped edge is, then put the non-yellow edge back in, except not flipped

I am sub25 with CFOP and just finished learning full OLL (and PLL a while ago). At this point, other than improving lookahead and F2L efficiency, and drilling algs, should I consider learning COLL? Any advice is appreciated!

At that speed, probably not. If you really enjoy learning algs, then you can learn COLL if you want, but it's definitely not something you need to do for a while, if at all. It's basically just working on F2L. Try to find creative ways to pair up things; even if you feel like you're doing a case fine, there may be a better/alterante way to do it. The best way to do this is really think about F2L during slow solves, and playing around with other ways to possibly pair them up. I learned some cool ways to pair things up because I've been tinkering with intuitive ZBLS.

When doing PLL time attacks, is it considered cheating if you have a physical copy of the list of the order you're going in front of you?

There are no commonly accepted rules to time attacks; just do whatever.

(There are things I see in PLL time attacks that strike me as obviously cheating (e.g. starting A perms and E perm with the cube already rotated) but the community at large doesn't seem to care, so, whatever.)

You should have a look at the wiki, specifically L7E. Crafto's method is "WaterRoux L7E" and this is the algorithm sheet for it.
