Does EOLR not perform EO while positioning the UL/UR "in" their respective corners? Or am I misunderstanding the purpose of EOLR?

It places them on the bottom, so you can do an AUF then insert them.

This alg places the B/Y & G/Y pieces on the D layer, the L/R are R/Y+O/Y

Insertion : U2 M2 U

Any list of WV and SV algs that ignore EO ?

I don't believe so, because WV/SV by nature only work if EO is done.
I mean that only orient corners during last slot, ignoring the edges.

Then just use any WV/SV alg that has the same corners setup. It would reduce number of cases, but just look at a list of algs for normal WV/SV

Yeah, it's called WVCP

That’s VLS (Valk last slot) WV and SV are just smaller parts of VLS.

Hey guys. I'm gonna go in a comp in a couple of weeks and I want to learn a few easy one look pll's. I'm learning heaps of oll cases so I don't want the pll's to be to hard and a brain over load. Something I can learn quickly and will shave my time down by a few secs. I average 30 seconds. Thanks.

y perm : F, T-perm except with the first 4 moves at the end, F'
F-perm : R' U' F', T-perm except with a U at the end instead of an F', R
J-perm : T-perm except with the last four moves at the beginning

Learn PLL before OLL. And don't learn algs right before a comp, just use the ones you know well. And at 30 seconds, F2L is your biggest concern.
