As a delegate, I'd just ask him to do a few turns. If he turns awkwardly and all his friends are giggling, i'll tell him to find a more suitable cube. If he's got a turning style that's adapted to the cube size that makes it look like he's practiced with that cube, I'll let them compete with it.I'd ask for video evidence that he really does better on 18 cm than a more reasonably-sized cube lol.

I've done this a few times with kids who've wanted to use weird size cubes for OH (mostly wanting to use big sails, which were all jokes, and once got a kid wanting to use a 40mm zhanchi, which turned out to be legit).

I don't think there's any age requirement, although a delegate would probably be more likely to agree to delegate if you're more experienced with competitions. I know competitions in my area have been organized** by kids under 13.
I know. My answer wasn't specific to any event. I was just using my experience with OH as an example because feet doesn't get held that often here and I've never had anyone try hand in a cube as a joke for feet.It's for feet
