No. While both have a 3 move insert with U2 AUF, the WR had R U' R' Insert while this one has R U R' Insert instead.

I was just doing some ZZ practice and I got this solve that had 3 F2L pairs already made, but I am not good at preserving pairs efficiently so I can't do much with this, but it looks like it can be a great solve.

I guess this doesn't exactly fit, because I don't have the exact scramble, but I was just doing casual solves, untimed with hand scrambles, and I got the most ridiculous scramble I have ever gotten. Of course, it wasn't a completely random scramble, but it was definitely as random as I could make it, I did like 30-40 moves. anyway, I don't know the exact scramble, but here's a scramble that gets the cube to my best approximation of the scramble I got.

I initally did the solution that gives a J perm. Not sure how you get an F perm out of this, but here is a cool OLL skip solution:

When you have to consider the sheer amount of scrambles that exist and are shared, I would imagine a sub-1 is possible.
