YesIt’s illegal in WCA to get 3 move solution on 2x2. In FMC R2 is 1 move. So is F2, R2 a 2 move illegal solution?

https://www.worldcubeassociation.org/regulations/#A7b1If you are judging and the competitor you're judging gets a plus two what do you write down and if the competitor gets a DNF what do you write down?
Realistically, we all know that can't practically happen.https://www.worldcubeassociation.org/regulations/#A7b1
You should not be judging unless you've fully read the regulations.
Why? Reading the regs is not hard. Competitors are required to read the regs before competing so there should be enough competent people around. If a competition ends up depending on judges who don't even know the rules, the organisers/delegates have dropped the ball somewhere.Realistically, we all know that can't practically happen.
Especially more so in certain areas.
You're right that it's not hard, but it does take some time and some commitment. I strongly suspect that the percentage of competitors who have not read all the regulations (or even all the regulations that pertain to the events that they compete in) is very high. I wouldn't be surprised to find that it's greater than 50%.Why? Reading the regs is not hard. I suspect the same, but that doesn't make it unreasonable to require that both competitors and judges know the regs, and doesn't mean it's not a problem if they don't. We shouldn't just accept that poor quality judging is inevitable. Responsibility has to rest with the organisers/delegates to make sure people judging at their comps know what they are doing. You're right that it's not hard, but it does take some time and some commitment. I would allow those competitors to use two cubes for their attempts. Both cubes are scrambled the same way, and are presented to the competitor in the same arbitrary orientation.Blind people are allowed to use textured Stickers or Tiles for Speedsolving but said thing isn't allowed for Blindsolving, how are they supposed to Blindsolve?
(Just curious)
