Many people might disagree with me on this, but FMC is as luck-based as something like 2x2. Me and most fast solvers use DR, and to get good you just have to get lucky (ofc there's tricks to make your chances higher). So, 3 scrambles at a competition with a fast solver need to have findable solutions with DR that are under 20 moves, which is not as easy as you think, and the chances are quite low, but chances are it will happen. Likely to happen in 2024 or beyond, but as I said, very scramble dependent.

There was a sub-20 potential FMC mean in 2019, so it's definitely possible for humans. Only 3 people have more than 1 sub-20 single, so they are still very rare. The stars would have to align for it to happen - even if there was another 16 single, the other two solves would have to average below 22, which is difficult (only 4 people have sub-22 FMC means). Probably going to take a few years at least.
