The main thing on getting sub 20 is to know your f2l cases very well so that you can do them without looking at them, then once you can do that you want to start out turning as slow as necessary in order to have no pauses, and slowly increase your turn speed over time, so your look ahead gets better. A big thing also is to have more efficient f2l and a good place to find efficient algorithms for that is http://algdb.net/Set/F2L , you should mainly focus on the ones where a corner or edge is already in the slot, or the cases where they're next to each other but not oriented correctly. A good cube is not that necessary for getting good times, and neither is color neutrality. Lucas Etter is not color neutral at all, and he holds the NAR average of 6.89, and used to hold the world record single of 4.90. Focusing on F2L is the main thing, as it is the longest step, getting better at last layer will just come with practice. You also want to make sure that you're planning out your cross in inspection so you can also do that without looking. This will allow you to look ahead to your first pair, so there's isn't a huge pause in between cross and f2l.
