There are these applications that are able to decipher your cube state by holding your cube in front of a camera, scanning all sides.
Imagine a computer with an inexpensive USB camera doing practically the same.
You have the scrambler scan the sheet
Person X, registered to the competition, checkmark next to solve 1 filled in, therefore solve 1 is done, checkmark next to solve 2 not filled in, therefore load scramble 2. Continue? Yes No
Then it loads scramble n, you do the scramble, afterwards the software asks you to scan the cube. Now it, with only a small chance of being wrong, sees if the applied scramble is what the cube should be scrambled with. This can also digitally go into a small data sheet showing which scrambles were done correctly and which were sent off incorrect AND if say, competitor m got 4 solves, the data sheet would show if the software made an error, skipping one solve(or it does that automatically, of course) and therefore we can load it again.
Now, usually I would say that forcing commitees to have a laptop and 35€ camera on hand is too much to ask, but since recent times, practically everybody has access to a devide able to record real time footage.
