How fast do you have to be until your good?

I mean it depends on what event you are talking about. For 3x3, sub9 seems to be the typical barrier for calling someone "fast" these days. Keep in mind "fast" is a moving target based on people's expectations. If China keeps cranking out these amazingly talented kids in such short time periods, the definition of fast is gonna get a lot faster.
I'm fast by 1982 standards ;_;

I think generally most people would say "fast" is either sub-20 or sub-10. However, "fast" is completely subjective. The best way to look at it is look at the number/percentage of people who have achieved certain times, and decide what percentile you would like to aim to achieve. Feel free to download a copy of the WCA database (which is publicly available here) and look at the numbers yourself (I'm certain they've been posted somewhere on this forum but I couldn't find it).

"How fast do you have to be until you are good?"
To me it works the other way round:
When I feel good, I think I am fast.
But hey I am not even sub 25 so dont take my word for it.

As most people already said its going to change from person to person. For me at least I see it as this:

<30: Average
<20: Above Average
<15: Fast
<10: Really Fast
<8: Professional

Although the question is generally vague, it is fairly accepted that you have no chance of winning even small 3x3 competitions unless you are sub-10. While it is true that once or twice a year there is a small competition won with an 11.50 average, generally speaking you need to be sub-10 on 3x3 to have a chance to win a competition. So, you could say that sub-10 is 'fast', in the sense that you might actually have a chance to win a competition.

1x1: yes
2x2: WHY IS THERE TIME TRAVELING IN THE WCA
3x3 Only a few people have done it on camera
4x4: no
1x1: Only world class, but world class is good
2x2: Between 0 and 1 times are too high, must go down. Although, I once managed to get the timer on CSTimer to be 0.00.
3x3: If it's not impossible, then it's good.
4x4: yes
