So many more things, but TPS.
Anyone can learn algs, but I think learning fingertricks and getting a faster TPS is much harder. Everyone has a different hand shape so some fingertricks won't work for them.
A TPS of roughly 10 can make an inefficient cuber extremely fast, even if they spent 80 moves per solve cause they do intuitive f2l and 4lll.
Learning OLL and PLL would make this theoretical person sub 6.
But if someone had like 5 tps but were more efficient to make up for that, would need to average under 50 moves to approach sub 10. Most methods, without skips, will not achieve that consistently.

Realistically it smart to focus on both, but if I had to pick one it would be TPS any day of the week.
I myself would be sub 12 if my TPS was just 1-2 higher.
