Is it a cap or a center piece? Without the center piece there, then you can actually shift around centers like a 15-puzzle. While this doesn't help if they're all the same color, it can help if you're early in the solve and haven't done the centers yet. But with this piece missing, it is a new move, which the regulations don't allow.

Come on, you know the WCA regulations are written vaguely and with mediocre English.
Actually, I don't. I think they're generally quite alright (though I haven't read them in a while, so my memory might fool me).

Don't be an ass about it.
And here I was, thinking I'd just point out a flaw so that it might get improved if others agree. Guess I shouldn't do that.

What? I've never known anyone to be able to do this (including me, when I had an ES back in the day).

"Pointing out a flaw" would be posting on the WCA forum to draw Ron's attention on the issue. What you're doing here is just confusing someone who is already unsure on exactly what the regulations say.

Eastsheens have a cap that contains the sticker for center pieces. What happened to the OP is really no different than a center cap coming off of a 3x3.

do you mean a 5x5x5 wing ? because an edge would be DNF (and this is unambig...ly solved too, because you can't flip a single edge, and, if you didn't pop, the edge is oriented...)

No, if you read the first line of the description you would know its a "centre cap" from an Eastsheen 4x4
