This might not make sense, but because frame-by-frame analysis is now allowed, surely that means videos can prove things other than sliding, and the video proves that he did indeed solve the cube in that time, and we can see the judge looking at the cube, and writing the time, and probably was finished writing before he picked it up. I think this record should stand.

I think the regulation is that you can't touch it until the judge has inspected it, and I think this should count. He only applied moves 10 seconds after the solve was finished.
The regulation is you can’t touch the cube until you sign, otherwise it’s a +2, but if you TURN the cube before you sign, it’s a DNF

Inspect it, not signing necessarily, is the correct wording

Regulations A6e and A6e1:

This might stand on further review, in my second competition I picked up the cube and set it back on the mat (as seen in the video I posted) and when I sent the footage to Raymond Goslow (delegate in our area) to see if it could be penalized he said it was fine as the judge had time to inspect the cube:
