My main problem is the fact that I am so inconsistent. I average 17.5 global, but it can vary from getting 13 second solves, plenty of 15s, but also plenty of 18/19s. It feels that my look ahead is just so much better sometimes, and other times its just so bad. I don't know why. Any tips are appreciated

Be more confident with your pair choices and solutions. This is likely why your lookahead is inconsistent, and why you rotate so much.

I'm slightly faster, so I would say just better lookahead and tps(I'm low 14 to sub 14 btw)

Learn 2-sided PLL recognition instead of looking at the back.
work on your F2L solutions so you can look at a pair, close your eyes, solve it repeat until you never mess this up. Then you can start worrying about lookahead.
