This is the entire point, you could win without ever solving cubes. However, a person will always be eliminated by solving every round. To win, you be the last person remaining.

By pigeonhole principle, there will be a clash as there is n-1 holes. Those two people, after all hops are done, compete best of a set number of scrambles, the loser is eliminated.
