Cube explorer is easier to use than Kubesolver and would be good for this (although it has a few limits compared to Kubesolver).

It's kind of finicky as it's for alg learning, and there is nowhere to put the scramble.

Is there a way on cubingtime.com to have a voice say "8 seconds" and "12 seconds" similar to cstimer? I see you can use WCA inspection but there's no sound.

No, you need something more like this. I would also recommend getting this if your computer doesn’t have separate microphone and headphone jacks.

Is there a algorithm explorer that can make certain moves or triggers cost more or less (ex. a F move counts as 2 moves or sexy move only counts as 2 moves)?

No, although the closest you can get is either using a QTM generator or an alg sorter script (kinda like alg explorer).
