Need some help solving a puzzle

I have a puzzle that I believe is solvable using the caesar cipher method. I could be wrong though I am not entirely sure. Any help will be much appreciated.
NOTE: I KNOW I CLICKED ON 'E' FOR THE FIRST QUESTION, BUT I DO NOT KNOW IF THAT'S CORRECT.
