Question: can +2s stack in mbld? Let's say I witness rowe hessler somehow getting a mbld wr of 66/66 (unlikely, but possible) but every single cube was off by 1 move... would this happen?

Yes:
H1d) Time penalties for the puzzles of the attempt are cumulative.
H1d+) Example: Suppose a competitor attempts 10 cubes, stops the solve with a time of 59:57, and has two time penalties. The time of the final result is 59:57 + 2*2 = 60:01

Dude I looked at the picture before reading the text and I was actually so confused for a second (Why would he ever attempt 66 cubes? How on earth was everything solved even though he took the full hour?? How was everything a +2?? Is there even a competition today???)

But anyway, have a look at this:

in this scenario he got lucky and unlucky at the same time
