I can do my cross and f2l in around 18 seconds, so basically a 15 second f2l. But my last layer takes an average of 10+ seconds! I keep forgetting my G-perms which is really demoralizing and makes me want to stop cubing :(. Any help would be appreciated. Also drilling OLL's and PLL's is not helping much.

Speedpicker's "systematic CFOP" thread is worth reading. Your splits look OK - 18/10 is 64%/36% which is pretty close to the 62%/38% that speedpicker observed in his analysis of top cubers.

Thrawst had an easy way to recognise G-perms. Just use the 2x2 blocks.
The execution, however, may not be pleasant at first. Just practice the G-perms in pairs and take it slow. I know I messed up a lot, too, but don't get mad, take it as a chance to practice solving the cube again. :D
With the other PLL-s just do them one by one until you have a way of executing and recognising them.
Oh, and use PLL algs which are comfortable for you to use!
Happy cubing!
