I did some research and found a list of people who both single AND average in all events.
For multi-blind and multi-old style only singles. Because WCA doesn't track avg.

These 9 people have all current events, plus avgs in magic, master magic and feet:
Walker Welch (USA)
Joshua Feran (USA
Evan Liu (USA)
Vincent Hartanto Utomo (Indonesia)
Chris Hardwick (USA)
Takuma Shirahase (Japan)
Takayuki Ookusa (Japan)
Jan Bentlage (Germany)
Callum Hales-Jepp (UK)

These 4 people have all above events, plus multi-blind old style
Rowe Hessler (USA)
Yunqi Ouyang (China)
Mike Hughey (USA)
István Kocza (Hungary)

Might be interesting light of recent event changes. Hopefully most of these people can get FTO avg as well.

NOTE: I didn't query this so it could wrong, I manually searched the list of all singles and avgs for 2012 IDs and prior and then looked at the profiles to find it. So it is subject to human error. Please let me know if I'm wrong in this.

It is Rowe Hessler, not Kessler ;)

I checked my all-avg-or-Mo3-list with the Results-Export from Wednesday morning and found these 8 with all events (including mbld-mean but no mbld-old-style-mean):
Jan Bentlage, Yunqi Ouyang (欧阳韵奇), Callum Hales-Jepp, Walker Welch, István Kocza, Vincent Hartanto Utomo, Rowe Hessler, Evan Liu

They are all listed by you, too, so I guess, your list should be fine.

In mbld old style no one has made a mean of 3 so I don't have results recorded in my script.

I didn’t even consider mean of 3 for multi because that isn’t a thing wca tracks. But I just check Joshua Feran who I listed doesn't comp a mean of 3 for multi. So that’s why I have 9 people you have 8.

I also wasn’t considering mean of 3 for multi old style either.

Sorry, I think I wrote it not very good to understand it: I just wanted to confirm at least 8 cubers that I could see in my list, too.

My list contains all cubers with avg or mean in all actual events and it shows additionally if they have a mean in former events. So it was very easy to filter these 8 ones.

I was also thinking about the most completed profile of all time.

Here is the criteria:

-a single result in all current WCA events
-an average result in all current WCA events
-at least one National Record (NR)
-at least one Continental Record (CR)
-at least one World Record (WR)
-at least one National Championship podium (NCP)
-at least one Continental Championship podium (CCP)
-at least one World Championship podium (WCP)
-Gold, Silver and bronze medal in at least once in all current WCA events

These are the only people meet the criteria:

-Jan Bentlage
-Carter Kucala

Note that Jan also has single and avg in magic, master magic and feet. And has all medals in those except 1st master magic.

But Carter does not have magic or master magic, only feet with 1st, 2nd and 3rd. But Carter does have a profile picture and indicator of both delegate and WCA team member.

But its no doubt they the two of them have the most completed profiles of all time in the WCA.

These people are the closest and only need one thing:

Daniel Wallin: WR
Martin Egdal: WCP
Luke Garrett: NR

Shivam Bansal: Gold in Megaminx
Bence Barat: Bronze in 5bld

And of course I had to see what Feliks needed:
Feliks Zemdegs: Silver in clock, 4 bld mean, 5 bld mean, 5bld silver, 5bld bronze

Once FTO is added, though, this will change.
