What do you consider world class for any event?

Top 1% most of the time, sometimes 5% depending how competitive the rankings are.

Edit: just realised my mistake, i meant 0.1 and 0.5
Percentage is always the easiest to say, but it's entirely dependent on which event you choose.
For 3x3, 0.1% is 211 people.
For 5x5 it's 32 people.
For 7x7 it's 11.
4bld is 2.
5bld is 1.

Sub10 on 3x3 is world class

Disagree. Really good? Absolutely. But there are way too many people who are sub-10 for it to be truly world class. Imo, world class means being one of the best in the whole world, and being ranked 4600 just doesn’t qualify as that for me

As someone who is world class themselves, I'd say that world class means having an average (or mean) in the given event that is top 143. Why 143 you ask? It's because within the WCA, 143 individual countries are represented meaning that if you make it to top 143, You are ranked on the world scale. The "world scale" provides that there is room for the best person from each country to have a place, but because this is a competitive activity, countries within the world scale can still bump each other out by having more than one world class cuber.

This is an interesting take.

Would you consider it to be top n? Within a certain percentage of the WR? Some other definition?
I would say being Top Player (Top 25). Being top player means you have a chance at winning that event (For BigBLD and Big cubes that gets tricky because for those events #1 and #25 are very apart from each other).

I don't think the quanitity of regions recognized by the WCA is applicable in considering what makes an individual "world class". The primary argument is that there are a disproportionate number of cubers in certain countries. For example, getting top 10 NR in USA or China is going to be FAR more difficult than breaking top 10 NR in Bhutan or St. Lucia. The populations are not only higher, but competitions are more frequent and therefore, more accessible to a greater number of cubers. If you look at any top 100 on the WCA rankings, you'll see that a handful of countries comprise the majority of any given list.
