I got 2 words for you: Learn full OLL and your times go way down.
I would argue to that. Also that wasn't 2 words! Of course full OLL helps but the major priority is F2L and cross. First of all, focus on your cross times and get it down to 5~6 seconds. And if you haven't already learn intuitive/advanced F2L. And also get your PLL times to 4~6 seconds. Focus on fingertricks, especially G perms.

Depending on what time he is aiming for, 6 second cross and pll is very long. I would say sub 3 cross and pll are very attainable.

It is more important to be able to do F2L fast, as you will get to full Oll eventually. If you know 3LLL then you need, what, less than 50 algs? Or can you be a master of F2L and drop your times by 10 seconds?

You can use CubeXprt on Cubelelo, I mean you pay 20.21 dollars to get feedback from Indian cubers like Kunal Oak. Plus, If you want, you can go for a private session as well! Basically, you get sent 5 scrambles, you solve those scrambles with the camera facing your cube (from the back) and then you send it through a Google Form to Cubelelo, where they then send the video to the Xprt, and then they judge your solves and tell you how to improve!

I will never get why people advice you to learn full OLL to get sub-20. Does it help? It can but it doesn't guarantee you'll reach that milestone. I'm sub-17 with a 10.51PB single. I don't know full OLL, my PB single actually used 2-look OLL. I think it's important to know more than just EO and OCLL for OLL because that is definitely pretty bad but you don't need to know every case. I don't know any of the Knight shape, small L, or awkward shapes and I only know one line shape and have yet to learn the last two lighting cases. You can reach sub-10 and still not know full OLL.

For someone aiming to be sub-20 using CFOP the most important thing is working on F2L and cross and improve PLL algs and recognition. F2L is by far the most important thing thing since usually most of the solve is spent there but a good cross is necessary to assist in fluidly. Be able to one look your cross and know how to build easy xcrosses. F2L can be improved by avoiding rotations, avoiding unnecessary U turns and learning simple F2L tricks. PLL is pretty easy to improve as it mostly just takes time. Learn how to recognize PLL from just looking at two sides and make sure to learn good algs. @zzoomer (sorry for the ping) can give you pretty much the best PLL's. Make sure to learn how to do EPLL's from different angles and predict AUF every time.

I really don't think you need a coach to reach sub-20 you just need to figure out for yourself where your weaknesses are and fix them. You'll probably get slower times during solves you have to use your new skills on at first but it will pay off. If you don't think you can do it yourself without help you can browse through the forums for tips and tricks or watch Youtube tutorials.

If you could use this splits tool, it could better help us tell you how to improve. https://www.cubeskills.com/blog/cfop-solve-splits-tool

get better at cross and f2l. I've known people who know full pll and a large chunk of oll but suck at cross and f2l

Words of art. Couldn't have said it better myself.

cubing encoded doesn't know full OLL and he almost beat Cubehead who does know full OLL. I average 15 seconds knowing about 20 OLL's.
Just because people can get fast without it does not mean that it will not help you in getting faster. For example, Max doesn't use U2 or D2 flicks, and he's #2 in the world, but that does not mean that using those techniques will not help you. It is terrible advice to tell someone not to learn or use something that is proven to help.

I'm just saying other things are more important. OLL does help you but not as much as for example look ahead.

Having the immediate boost, or instant gratification from full oll could actually help you stay motivated to practice more. Look ahead comes with time and practice.
OLL also comes with time and practice. It is also satisfying if you have 0 pauses in your solves. If you do that consistently it also looks awesome. This could motivate you more than full OLL because you also get even faster times than with full OLL. There are almost no top cubers that do not use look ahead but there are some that do not use full OLL.
