what do you do in 15s before solving the cube ?

Don't worry about timing your solve for a while, only your inspection. Start planning your cross during the inspection and then work on completing the cross with your eyes closed. Once you can do that fairly efortlessly beging finding your first F2L pair during the inspection as well as planning your cross. Since you will have gotten good at doing the cross without looking at it you can track your first pair as you're creating the cross.

I often scratch my head and think about, how the **** other people manage to make a solid xcross out of that pair

I just find the cross during inspection with Fridrich (no pairs unless they are obvious) and with Roux I find the first block. You don't really need to plan pairs during inspection unless you are quite fast I would assume.

In 15s I plan the easiest 5-8 move X-Cross + other 2 pieces of the cross + second F2L pair.

If the X-Cross I planned is too hard I just do cross + first F2L pair

1. I locate my cross pieces (takes .5-1 sec.)
2. I plan their quickest route to their destination (takes 3-5 sec.) ~this takes a lot of practice to know what's quickest.
3. I plan for additional X cross pieces if possible or first F2L pair (takes 3-5 sec.)
4. I memorize the moves (takes 2-4 sec.) ~practice this part blindfold, it works.

These 4 steps are automatic for me... I don't usually think about it but I just do what I need to do.

I try to plan my first block (But I usually only can get the 1x2x2 and find the other two pieces because im not very good at visualising), and see if there's easy phasing...
