It's certainly not impossible,
but in order to not regrip or overwork, you need to move away from home grip and bend your hand more, which costs time at startup. If you can prove you yre able to solve this 5 move scramble with 13+TPS, why not?

Because it's unverifiable (you especially are a serial liar) and in such an incredibly short event the single boils down to getting a lucky 2-move scramble. It's the same reason why there's no 2x2 single. The current single was just picked off cubers.io it seems, I bet tons of people have sub-1 lucky singles offline. I'm happy to have the averages on there though

It's unfortunate, but after being dishonest with times in the past, it can be very hard to regain the community's trust. It is completely possible to do so, but you'll have to do extra work to prove yourself like @xyzzy said.
