my question is why does the stream start at 12:30? doesnt the first round begin at 9:30? and 12:30 is lunch. (i have same timezone)

No. Michael Chai (former Board Member) has founded this.... and it does not seem an official WCA event. Follows many WCA Comp guidelines but it's separate from the WCA.
