Depends what you mean by "puzzle". Officially, the most popular twisty puzzle is the pyraminx. That might be the most popular unofficial one too, but it could also be something else, such as the void cube, megaminx, or sudoku cube. Overall, the most popular permutation puzzle in the world (other than NxNxNs) may be the 15 Puzzle.
