Move the memorization to inspection time, and that's a 12.69 3x3x3 solve. Oh, and it just happened to be blindfolded.

Edit: I gave it a try. 1:08.16. It was definitely a somewhat easy scramble, but not quite as easy as that third scramble for the US Nationals final.

Edit: Attempted to reconstruct, failed on first comm
Reason: His hand covers D layer, can't figure out anything...plus I don't know his buffer and whatnot
However, I did manage to find out that his memo was 6.66
Maskow, reconstruct this (you're probably the only one that could do so accurately)
