Do the sub 15 cubers locate the next corner edge pair and can already see what F2L case they are going to get for those two or do they find the corner edge and just get a general idea of what they need to do to solve it. One problem I have is that I can easily find a corner but I have trouble finding its edge, except when the two are connected. I have a feeling that looking for that edge is what is costing me time in the F2L. If I could improve in this area, I have a feeling I could cut down my F2L to a consistent 10-12. (I average about 12-14 now.)

Also, my last layer needs some work. I have about 30 more OLL's to learn before I know them all. I currently do a 3 look last layer unless I know the OLL. As I mentioned above my F2L is about 12-14 seconds so that mean my last layer is almost 10 seconds, because I average about 23. And I only apply 3 algs to solve the last layer, I have no idea why it takes me so long???!!! So, how can I improve my last layer too?

I don't think anyone has a set way of looking for pieces during the F2L stage. Personally, I can't really explain what I look for. If I see a piece, I find it's match and while I'm executing that CE pair, I'm looking for the next one. It's really all about lookahead.

Yeah, I'm having the same exact problem as alexc mentioned. Should I go really fast for LL? I look ahead during the F2L, and I get a consistent 10-14 second f2l.

as you get better in F2L you can do corner&edge pair without thinking about doing it at all, so you can devote your entire attention to other things... unless you have this automated, it will be hard for you to look ahead. Its only a matter of experience.
I'd say work on OLL's - F2L will come by itself
