Age doesn't matter, it more depends on how much you practice/how long you've been cubing. Don't worry about your times at your first competition, just meet people and have fun! I've gone to 15 and I love them.

Time doesn't matter, as long as you have fun while being there. When I went to my first comp, I averaged about 30 seconds, so you'd definitely be good.
