Age doesn't matter, it more depends on how much you practice/how long you've been cubing. Don't worry about your times at your first competition, just meet people and have fun! I've gone to 15 and I love them.

I've been cubing for less than a year and practice all the time, (1 hour a day!), So do you think I'll improve fast?

Depends on what and how you practice. It varies a ton person to person. But it sounds like you improve pretty fast if you're already sub 20.

Time doesn't matter, as long as you have fun while being there. When I went to my first comp, I averaged about 30 seconds, so you'd definitely be good.
