How do I know when I'm FULLY sub-x?

I have a PB single of 12 seconds, a PB ao5 of 15.79 seconds, and a current 18.90 AO100, but yet I still get 23-second solves all the time. How do I know if I am really Sub-20? (Advice given coul0d probably apply to any barrier, though)

(This is on 3x3, of course)
probably sub 20 ao100

average of 100 is a good measurement - for me, I usually break a time barrier by average of 100 and then get slower again, and after a few more weeks of solving I've generally improved more overall. I think if you've had a sub-19 ao100, you can definitely say you're close to sub-20, and probably already there.
