I saw this on the WCA forums and I thought I would post here!

As said by Tim Reynolds,
There are a handful of tasks that are the responsibility of Listed Delegates. In addition to the usual during-competition roles, like handling incidents and scramble passwords, there are things such as:
According to the Code of Ethics, all Listed Delegates are expected to review the budget before announcement, but that doesn’t seem necessary for Delegates who only are only involved during the competition, or for WCA Championships where the organizers are contractually prohibited from sharing the budget.
If each competition had a Lead Delegate, all of these tasks could be assigned to that person, and nag emails + Dues invoices could be sent to them, which would be clearer responsibility assignment than today. It’s okay for the Lead Delegate to delegate tasks to other Listed Delegates, but at the end of the day the Lead Delegate is the one who gets in trouble if work isn’t done.
