What do you mean how? Have you taken a look at the scrambles thread? Or the WR scrambles? On the other hand, you might get a scramble that has got an optimal solution >10.

Sometimes(I use a cll layer approach), the layer is so bad, it's hard to predict the last layer, it's only easier when the layer is about 5 moves or less.

where can i learn the BLD method?(or do you know of a tutorial that does not involve this method) i know the beginner's method which i use for the 3x3 and just apply to the 2x2

^Whatever you practice the most. Ortega is probably easier for most scrambles, but CLL is faster if you can easily make a layer, since you'll only have one step left. Both can be very fast. Unless you have to be sub3 speedBLD then start with ortega, and make your way to CLL. Then, in the future, you can choose to learn EG1/2 if you really want to.

EDIT: If you're a true boss you could also check out Guimond, SS or OFOTA, but I would recommend practicing Ortega a lot before moving on to more advanced PBL methods.
