Round one of the draft, we'll draft 1 alg at a time. Then round two, we'll draft 2 at a time.

what do you mean by one alg at a time? I can only submit one alg for R1?

You submit one alg now, and then when the draft comes back to you you can submit another 2 algs, until the draft finishes.(At least that's how I understood it)
