He hasn't competed in a while, which could mean major improvement(this is how I got my stocks to multiply by 6 times with one person last week) or he hasn't practiced. Looking at the events he's registered for, he hasn't learnt anything new, which probably means he hasn't cubing much. I changed to somebody who DNFed out of a low 20 or high 19 average in November, I think they would have improved just enough to get sub 20.
