Philippines is guilty of this!

Which cities? Just Manila?

Community building and more frequent competitions can solve this issue

Cebu, in Manila they are a little more productive and less lazy (Manila has like two times more comps and 2 times more organizers and delegates)

Here is kinda rare to not have enough judges, when it happens, it's only like 1 or 2 more judges needed, and then a delegate ask some random cubers in the venue if they want to judge, like sometimes we are even more judges than needed

Not much of an issue in the UK(runners and judges are never a problem), sometimes we only get 2 scramblers at a station for certain events but it's normally pretty smooth(and in these cases the delegates often go and find the assigned scramblers).

Over here in the mid Atlantic region of the USA the delegates favorite thing to say is “we need more judges”

ireland is also guilty of this
the most scary thing at comps is Maria (delegate) going around with a sheet of names of people that have assignments
"You! You're judging!"

Have a cubing meme I showed people at a comp

Pro tip for judging: call 6 and 7 and nothing else

That's sad to hear, does that happen in every Irish competition?

I am often the opposite
Comps with a lot of rounds are nice but they are so hard to manage
judging and scrambling are great ways to help and contribute though
