Sure. Watch some good videos on Fingertricks and whatnot, and just practice. Just doing sexys and other triggers will help develope the strength in that hand to do the fingertricks.
Speaking of hand, people usually go with the hand that can do U and R moves easily (left hand), but if you focus more on L and U, use your right hand.

Many people have good tutorials for 3x3 OH. Jperm has some, though not a lot. Brody the cuber, Cubeskills are some people to go to.

I mostly use 2 look pll for OH, even though I use quite a few full PLLs for two handed, and I can still get sub 45, even sub 40, if I practice. I just havent practiced in a while.
