I average around 20 seconds but i am starting to get cconstent at 18 second averages. So I was wondering at what time should I learn full oll or is there another alg set that would be better to learn.

If you know full PLL and you are pretty good with F2L and lookahead, that's when you start learning OLL. Also the cross should be gud.

What should I do to improve my look-ahead?
Slows solves at a speed where you can see other pieces. Once you know what you are solving (meaning you are VERY comfortable with F2L to the point where you can do each case like an algorithm), you should start tracking other pieces whilst solving each pair.
Also the same idea for F2L to OLL. OLL to PLL is tricky, but there are some techniques that help over time.

Just start when you don't have any other Algs to learn. I've learned full oll when I was at around 40 Seconds.
I wouldn't make a relation to F2L and lookahead, because it's a completly different thing. One improves phase 2 the other phase 3 of your solves.
To improve your lookahead you don't have to learn algs, and in oll phase, the f2l lookahead is over.

You don't have to learn it all at once but you can learn one or two groups per week.
Some of them are also very easy and you already know the algs, you just have to hold the cube in the right orientation.

Cubehead has a good video and pdf file about it
