Which F2L insert is best for front slots?

If you are absolutely stubborn on not rotating then the alg you use for the insert should depend on the EO case. You would want to choose what alg you do based on how it will influence the edges. There are better tricks to do this kind of thing rotationless instead of using awkward inserts like this though.

You can insert this using r U R' U' M

You can use the M and S slices to do a lot of things rotationless that aren't just normal inserts from the side.
I've been experimenting with making pairs using the S slice to avoid rotations and it works great.
