ok so im gonna break this down in parts,

my average for cross
4.98
this is pretty consistent, not much too it lol.

average for f2l
21.55
this is a little inconsistent since i just started using empty slots

average for LL
10.12
a little inconsistent as well, i know 14/21 PLL and i use 2 look OLL

so yea once i learn the rest of my PLL's my LL should be a lil better but what else do you guys think?

This post won't have much credibility since I am a beginner cuber, but judging from your F2L average I'd say you need to work on look ahead. Is your average for F2l that after you've already pre-solved the cross?

short answer : EVERYTHING.

longer answer:

cross - you can get faster just by being 'surer' of your execution, and making it a little more fingertrick friendly perhaps (at the sacrifice of moves). practice doing it blindfolded, with as much time as you like, then work up to practicing it BLD with the usual 15s pre-inspection.
also, work on transition between cross and f2l by tracking (a) piece/s while you execute.

f2l - ideally for you right now, you should only take about 2.5s per slot, with no gaps. practice doing a slow/smooth-turning f2l, by going as slow as you like, as long as you are constantly turning. do this as often, or more often, than you normally solve, at least for a while. the key to being fast is being able to consistently turn at around 2.5-5 tps through f2l, which means you cant have gaps!
perhaps play with different types of insertion to see how it affects other slots or pairs, which will help when you speed up, as you can learn to avoid bad cases.

LL - yours seems pretty good for a 3-4 look last layer. instead of RU'R' or L' UL, if you use R'FRF' or FRF'R' when you have no edges oriented, you can avoid the dot cases, which should help a bit, or get the top cross already (they orient F and R edges or F and L). try and finish the PLLs soon, they get easier to learn the more you learn.
another trick that can be quite fast is compound OLL - use the corner OLLs you already know, but apply them to cases without doing the cross first, and then do an EOLL (these are easy to find), you can get a one look, two alg OLL.

two things you should never, ever forget

- go slow, and lookahead
- practice!

Sorry for posting on an old thread but I thought this thread would be perfect for what I want to post.
So I did a self ""experiment"" and figured out my Cross-Pairs-OLL-PLL splits with an avg of 12.
I need advice on what to work on.

Thanks for all your help! Hope you guys can tell me what I need to work on.
I use 14/21 PLL (no G, N, and V Perm/s), and 2-look OLL.

You chose a good thread to bump. :)

Your times actually seem fairly proportional to each other. There's no one section that's unusually fast or slow compared to your times as a whole. If anything, I'd say that your PLLs are a bit slow. The sooner you can learn the rest of the algs, the better. Learning the G perms will really help your PLL times, since G perms are so common and since the algs can be decent. If you're going to put off learning them, leave the N perms until last. The algs are so bad that 2 look won't slow you down too much, and N perms are really uncommon anyway.
