WB means world best, and it's the best result ever done, not necessarily in a competition. UWR means unofficial world record and it's an older term (which is still commonly used) for the same concept. About 5-6 years ago, there was a push to make names for cubing results more logical because people used to say "official PB" and "overall PB" instead of PR and PB. Along with this, WR and WB were suggested instead of WR and UWR. PR caught on and is in common use nowadays, whereas WB/UWR are still somewhat split. (But until ~2017, nobody ever said PR or WB, so they're certainly both gaining in popularity.)
But I guess especially with such ridiculously low times it should be part of a thread title that it is a smart cube result and not wca- style result. (2.08 smart 3x3 single)
It's counted without pickup / put down time.
