I'm not sure if you are allowed to use the table during a skewb solve. I couldn't find anything about it in the WCA regulations, so if anyone has done sleep in comp, please tell me if it is okay.

I don’t believe sleeping during a comp is specifically disallowed, but it may count as getting intentionally poor results if it’s during a solve, and also may cause you to miss an event.

As for the table issue, yes you can use the table during a solve, including for Skewb

I have done sleep in comp fairly often, especially during FMC.

And yes, Prostar is right:
Regulation A5b: While inspecting or solving the puzzle, the competitor must not receive assistance from anyone or any object other than the surface (also see Regulation 2i). Penalty: disqualificafion of the attempt (DNF).

Makes more sense when I saw the first question of the post I thought it was weird how you asked a question about skewb and then went to a question about sleep.

With the Polish finger trick? BTW I average about 11-12 seconds but I'm pretty sure I use a very basic method.

yeah I use the polish finger trick, if you use it you could probably get to around a 7 sec average

Literally, everyone Sub-10 uses the polish finger trick. If you practice with it you can become very fast with it and comfortable with it.
