I just finished learning ortega method for the 2x2x2, and I'm having trouble with the recognition for the last step.

Ortega is supposed to be something like twice as fast as the LBL method, isn't it? Though because of recognition for that last step, it takes me just as long with either method.

I'm just not sure how to do the recognition efficiently. I am looking for horizontal bars on the top and bottom. So... I have to look around all 4 sides of the top half, and then look around all 4 sides of the bottom half. Is there any faster way to do this?

When you finish the first face and are doing OLL, try to recognize the permutation of the first face, and recognition of the top face should just require two faces or maximum three. And of course, practice

Good idea. But can you elaborate more on how I can recognize by only looking at 2 or 3 faces?

Uh, no.

Look at two sides:
If you see only same colours touching on the same side, no permutation,
If you see only opposite colours touching on the same side, diagonal swap,
If you see ANY adjacent colours touching on the same side, adjacent swap.

The first two don't matter how you hold them, for the adjacent swap, either you see the block or you don't. If you don't, it's on the opposite side of the side with opposite colours touching.
