It's where during the f2l, you keep an eye on the orientation of U edges to avoid incorrect orientation. Partial Edge Control would imply only watching 2 of them, but it's possible to avoid any of them being incorrectly oriented, thus minimizing the number of oll's needed to be memorized. However it can be argued that just learning all your oll's would be more efficient.

when you're at the last f2l pair...after you've made the pair, try inserting it different ways. each way will preserve the orientation of different edges in the last layer.

Partial edge control is ensuring you have at least 2 out of the 4 edges of LL solved, to avoid the lengthy OLL cases with no edges oriented. The simplest way is to insert a pair as R' F R F' if you see 0 edges oriented before you insert the pair. The rest, you can insert using U R U' R' and R U R' as well as the respective mirror cases.
